Digital support for small homeowners' associations
Proof of concept · VIA Groningen 2025–2026 scheme · project number V25G2053

Why this project
Small homeowners' associations (VvE's) are run by volunteers. When they try to make their buildings more sustainable, they get stuck on organisation, decision-making, grant applications and financing. Support is still largely manual. This project investigates whether that support can be provided digitally and at scale, contributing to a just energy transition in Groningen.
What we investigate
In a closed test environment we investigate the technical working principle of three new software modules:
- Co-browsing on external portals. Can an adviser follow and support an application on a portal of, for example, SNN, RVO or a municipality, without changes to those portals and without exposing login details such as DigiD or eHerkenning?
- Context-aware navigation by the digital assistant. Can the system recognise which phase of the customer journey an association is in, and use that context for targeted, source-based information?
- Joint procurement. Can signals about associations' progress be processed reliably, and can associations be grouped by location, measure and timing?
Intended results
At the end of the project we will know, per module, whether the working principle has been demonstrated, what the opportunities and bottlenecks are, and which next steps are needed. During the project the modules are not offered commercially and are not used in services to associations, including on the VvE Helpdesk platform. We will report the results on this page.
